Senior Management Team

John Keegan, Chief Executive
John is a graduate of the National University of Ireland and a Fellow of the
Institute of Housing. Having qualified as a teacher John taught English in Spain
before moving to London in 1990. In 1992 he commenced his housing career
as a Housing Officer and progressed to Area Manager by 1997. John moved
to Wales in 1999 to work with Wales and West HA as a Service Development
Manager, followed by a period with Neath Port Talbot CBC as Co-ordinator of
Council Housing Service. In March 2005 John was appointed Head of Housing
for Monmouthshire County Council and led the process leading to a ballot in
favour of stock transfer in November 2006. John was appointed Chief Executive
of Monmouthshire Housing in January 2007.

Steve Higginson, Director of Resources
Prior to joining the Housing Corporation as a Regulation Analyst (Financial
Appraisal), Steve completed a consultancy project for Acadia Housing Group.
His previous experience includes Group Finance Director of Knightstone
Housing Association which he joined from Testway Housing Ltd. (as Finance
Director and latterly Deputy Chief Executive). Steve joined us before the transfer
and, with the new Chief Executive, set up Monmouthshire Housing Association.

Ian Atkinson, Director of Property Services
Ian is a qualified Chartered Building Surveyor, lives in Abergavenny and joins us
after ten years with Lloyds Pharmacy, where he was Building and Maintenance
Manager with responsibility for over 1600 properties across the UK. He brings
over 20 years’ experience of the property and maintenance industry, and has
experience leading major repair, development and improvement programmes.
Ian has worked in both local and national surveying companies since
commencing his career in 1985.

David Morris, Director of Housing & Communities
David is a Law graduate of U.C.W., Aberystwyth. He commenced his career in
the public sector in 1983 as a Rent Collector with Hereford City Council. David
moved to Monmouth Borough Council in 1992 as an Area Housing Manager.
Following local government reorganisation in 1996 he became the Head of
Operations, followed by the Assistant Director of Housing & Property Services
and then acting Head of Housing after the tenants vote to transfer. Whilst these
posts gave David broader strategic experience he specialises in day to day
housing management.
